January 31, 2011 · by jasonnparkinson

CAIRO, EGYPT – JANUARY 31: Members of the public who have set up local community security groups, what some dubbed vigilantes, detain a suspicious man who they say has no identification on January 31, 2011 in Cairo, Egypt. Local resident Burhan explained that due to the lack of police it was up to local residents to police their own streets because of criminals and those bringing weapons into the area.
